Could be anything...maybe it's company policy not to hit on the riders and to pay attention to their job. Someone may have ratted him out.

It's likely against transit policy for him to be having chats with passengers. It could be too distracting and as @smackie9 said, someone might have caught on to it and warned him against it. 

Or, maybe he isn't single and realized he might be sending you the wrong signals by trying to engage with you. 

It doesn't seem like there's potential for more, in any case. He appears to be limiting your interactions for a reason so I take the hint and simply be polite when you board, but take a seat further away from him.

Back off and end your expectations of him.  Just remain polite with a quick, "Hi" or wave hello.  If his hands are on his steering wheel,  he'll nod or smile.  If he doesn't and he's rather frosty towards you,  then treat him like a stranger.   

This is how I am with the postman.  We're nice but we don't go overboard.

People who run hot and cold just aren't that into you. I've learned that by observation and a few times when it happened to me in the past. Good to know so you can emotionally move on. Fate has someone better in store for you.
