I don't think your example is an example of "dating." He didn't ask you out on a date he planned in advance, etc. (or even vice versa). You fooled around with a guy who happened to be in the same place at the same time - he didn't have to put in any effort to do that and thereforeeee he doesn't need to call you - he knows that the next time you run into each other, you might very well be available to hook up again.

 

Dating is hard - it is like a part time job at times. Sometimes it can be fun. It all depends what your goal is. If your goal is to have a relationship, it is a means to an end. But, typically relationships don't start from hooking up with someone at a bar - even someone you know. And I wouldn't text - if you want to call someone then call directly - don't hide behind texting.
