Like pick two people and just start talking them up to each other. Then plan an outing with those two people... You never know what could happen. That's how I've met most of the people I know. Find what friends like to go out and find the ones that go in groups and just join in. It could also be that most of your friends are more personal, single flyers so you may want to go out on your own and make your own group of friends.
