If you really love someone then I think you should let them know often enough that it shouldn't be a surprise when it's said.

Personally I always thought that if you're in an exclusive serious relationship saying

"I love you" = "I am in love with you" and being in love.

I don't think there's anything wrong in you asking him if he's in love with you instead of just caring about you. It would be weird if you didn't think about these things.
