Well, can you explain then what you mean by cum? In my limited knowledge of English jargon, cum is just another way of calling orgasm. Yes, a girl needs to orgasm in order to cum -- it is one and the same thing.

I honestly think exactly the fact that she is not comfortable with her body is the reason she is not orgasming. How old is she? You? She needs to get comfortable with her body. Once she is able to orgasm on her own, she might be able to reach one with your help too.

Do not assume you know how to please her, ask her how to please her. Ask her what she does when she plays with herself and what feels good to her and then try to follow those steps. For most girls fingering does not feel that good as it tends to be too rough.
