Just curious if the chances are great for a guy/girl to really like someone alot,but instead of moving forward by starting something. the person ends up moving backwards and acts like they aren't interested because of being too indecisive,quiet/shy,scared,lack of experince possibly? plus if the person is in college that could be another factor

I'd say that's very likely. But that's not the only reason. There are other factors like:

1. He/she is still unsure and trying to come to terms with his/her own feelings for you.

2. He/she is not sure if you are interested. So does not want to be too obvious at this early stage. In other words, not wanting to appear to be desperate too quickly.

3. He/she already has a partner, that's why he/she is struggling whether to befriend you.
