if a guy turns you down saying "he respects you"... is that basically and euphemism for "he is not attracted to you?"

I think it really depends on the context. Were you asking him out at that point or? I think if you were, he was not attracted to you and didn't just want to date you for the sake of dating and maybe mislead you.

it can also depend on the guy.

 

If a girl were to ask me out, and I knew that she deserved better or deserved different, I would tell her that I "respect her" enough to not put her through a falso relationship. Like I would not waste either of our times pretending that I liked her. So again, it depends on the guy and as ilse said, it depends on the context and situation.
