I would hardly say that he loves you since he is being resistant in starting a relationship with you. He could be jealous because he doesnt want to share your attention with anyone else (kinda like the cliche of having your cake and eating it too). Hope that helps.... Link to comment

If you like the guy, the next time he gets like that give him a choice to ether not wory about it or to make a reasion for him to act that way. I think he likes you, but isn't willing to admit it.
