As long as you are careful, yes it is safe. Some STDs can be contracted via mouth to genitals (and vice versa), so some recommend using a dental dam and such to protect you against that. Honestly though, I'm not sure how widely used they are.

Befor you do either of these it is improtant to wash the genitals first. helps to reduce bacteria, and it gets ride of any smell you may have.

It can only be put this way. Having oral sex as or has you put it vaginal BJ is like having sex without a condom and nowadays that is not safe. Alot of my students think it is ok because it is not sex but it is like being with someone without protection. Please my only advice is be very careful and dont just do these things just to do them.
