Jogging question

Last year I would jog 5 miles every other day or so, but this year when I jog about a mile or two, I begin having chest pains...not really pains, but a weird feeling when I breath in hard...also my mouth becomes really flemmy or somethin', like there is snot or the king built up in my throat? What happened? Is it just me being out of shape and will it go away? Also, it has drastically decreased my times...

 

last year my 3 mile time was 16:28 at best, now I can barely finish 3 miles in under 25 minutes...if that, probably about 30 minutes...
