what i would do.... is say something like, "Oh no, I already have plans for that night, sorry." then talk to him on the phone for a while and tell him about the new guy you have a crush on.

 

That could be even better, thus avoiding the whole, "But why won't you go out with me then...don't friends go to movies together?? Why won't you let me buy you a drink??" etc etc...

I would advise against that even more so than the movie. Dinner and drinks are expensive and he may feel that you are taking advantage of him.
