If you see her, just say "hey"...maybe find a time when she's alone so you can start up a conversation. Talk about whatever's going on around you, or ask her questions about herself.

EDIT: another question: i started to talk with one of my best friends about this girl and he confessed to actually really really liking her and he kept thinkin about her. if i go out with her i think it mite upset my friend................how can i face this?

Just ask your friend if it would be okay for you to ask out the girl...whether he'd be upset or not, it's your choice if you still want to make a move.
