I've been married 3 months and my wife and I haven't had sex in about a month. I have a very strong sex drive and hers seems to be none existent.

She'll give me kisses and even grind her butt on me but when I make my move to initiate sex she shuts it done and suddenly is tired or has a lot to do.

To summarize: she will be suggestive through out the day but won't want to do the act.

Well, three months is a pretty short amount of time for her sex drive to run out. You've got to talk to her, or perhaps change her birth control. The Pill can lower a woman's libido. But maybe she's worried about having a baby or something else is going on. You've got to talk it out or give up having any sex for the rest of your marriage.

Not nearly enough info. How long have you been together? How long sexual? Age? Kids? How many previous partners? Religious?

Well for one I wouldn't let her tease you like this throughout the day and would tell her so and tell her why .

How was the sex frequency before the marriage? Is this unusual? I can't say if something is "wrong" without history. I can only say that to suggest that she is interested by her behavior, only to shut down later, seems rather insensitive.
