Does this girl expect me to make the first move?

A few months ago, this girl I went on a date with decided that it would be best for us to just remain friends due to a family matter that I won't get into.

 

Now with these past couple of months since then, she's been increasingly showing signs that she still likes me. She's a coworker and she's been doing things such as constantly staring at me, always being around me, sitting next to me in the break room instead of with her friends, and always putting herself in direct line of eye contact with me. I'm like 99% sure she still likes me, but my dilemma is not knowing where to go from here. Do I wait on her to say something about getting back together, or is she expecting me to make the first move? What should I do?

Just chat with her a bit and if she seems happy and flirty invite her to dinner or something
