Could it mean something when he looked at me when I didnt look at him?

This guy has messed up my mind a lot and had sent me lots of mixed signals. He always said how much he liked me but the relationship never happened.

We haven't met for a few months then we decided to meet up again. He was driving, and I was talking. When I was talking, I didn't look at him, but I noticed he was looking at me even when he was driving. Could it mean something?

It could mean he likes to live a little on the wild side by not paying attention to the road... but remain polite enough to pay attention to you as you're speaking.

As a guy, I'd say he was at least evaluating you. It doesnt have to mean a lot, as in it doesnt mean if he evaluated you that he automatically wants something. But car is nice (but unsafe) way to see somebody, you're close enough to see even the tiniest detail (this doesnt mean that you're looking for perfection) but without being creepy.

No mixed signals. He likes you and he doesn't want to be in a relationship with you. It didn't "never happen" - he chose not to take the actions to be in a relationship with you - he doesn't ask you out regularly, hasn't told you he wants to be exclusive with you, etc - think about it- why in the world would he risk losing you to another guy by not letting you know by actions and words that he wants to be with you?

 

It's nice that he looked at you. I wouldn't take it as any more than at those moments he chose to look at you.
