If you have been sexually active and have not used condoms, then you might have herpes or warts. You might want to get tested for an STD. What do the bumps look like? Link to comment

If you're worried, talk to your dad/GP. In the mean time, I'll see if I can find some pictures of "normal" bumps. Link to comment

This^^ Either way, if, at the end of the day, just get your dad to have a look, and if you're uncomfortable with that, or worried they might be abnormal, go to a doctor, especially if you've been sexually active. Around the bottom of the glans? What are they if not an infection? (serious question, never seen them except for in yeast infections).
