I'd say pretty often since most girls learn to masturbate through using fingers. It comes down to whether you listen to what she wants. I think it's better than penetration because the fingers can directly stimulate the clit. It's harder to get the same sensation when you're bopping up and down at the same time as getting it rubbed.

My boyfriend is pretty good at it, I taught him what works for me by guiding him and he picked it up very quickly. Well, for your two part question I will give you a two part answer.

 

As for how often a girl can orgasm from fingering, well that all depends on a lot of different variables. I know some people who have posted on this have also included stimulation of the clit in the definition of fingering (which I always just thought pertained to insertion of the fingers but... that's fine too), and I can say for me personally that it is possible for you to come every time with fingering.

 

Now,... who's doing the fingering?

 

When I masturbate I come every time and that's just from rubbing my clit but I have to be watching porn. I've only come a handful of times with someone else doing the rubbing though.
