Question for Africans

So there's this boy from Zambia who I met a while ago who was here in Australia to get a degree. And I really liked him. I felt like we connected straight away, and we were both very smiley and friendly, and I wanted to be his friend, but I also got the feeling that he was reluctant to swap numbers or go beyond just talking when we bumped into each other. And it made me wonder if there are any cultural reasons linked to his being from that part of the world which get in the way of boys and girls being friends, or if it is just the way it was?
