to be honest I have never heard this one before! usually women like kissing especially if you are a good kisser. But some don't like PDA and just aren't very touchy. And yea she does it before sex because she enjoys sex and making out is like warm up before sex but making out alone may be pointless to her and she may think its a shallow way of expressing feelings.
