I feel like he's qualifying his response, and implying that while he loves you "on many levels," he may not love you on the SAME level. Link to comment

Maybe this is just his way of saying that he loves you "in many ways." many dimensions, many perspectives, etc. If he didn't love you, or wasn't ready to say it, he would say "i appreciate your many levels."
