Shopping in camera stores and asking tons of questions certainly helps about learning what equipement is used.
Then whenever taking pictures, thinking about lighting, mix of colors, textures, dimensions, and combining those elements with whatever else that's imaginative and comes in your mind.
Then going to school... and finding people who share a similar interest as yours. Or teachers, who might be nice enough to share their time to talk about their passion.
And obviously going to exhibits... although it's oddly more often only for observing and reflecting than for learning.
